Among the most powerful ones they can form a pact with are the known as the "Heroic Spirits". They are usually legendary souls of those from history or myths.

[She continues, leaving aside the purpose of the summon.]

It is impossible even for a great Magi to recreate them fully, but thanks to the Holy Grail, vessels with approximate parameters are prepared for them to materialize anew. Saber, the "Knight of the Sword" is one of those vessels. [It is simple logic.] I am Saber because that is what I am presently.

I don't know about that title, but he was the King of Alma Torran for a while before it was destroyed and he created our world. Bringing the Djinn with it.

King Solomon was a ruler and one of the most powerful magicians. Only Merlin and a handful others were on his level.
