It can be either? It's just a string so I imagine it might not be able to be spread between everyone, but definitely between the purchasers!

I was thinking they could like pull it apart, since yarn does that easily enough. Maybe have Korra metalbend the needles into a size they can use. Save some of it for clothing repairs!
