Magi raise Djinn dungeons, sometimes lead people to them and the Djinn decides the vessal they go to and those vessal are deemed King candidates. That's my understanding of it.
That might explain why Judar is bored half the time. He is probably the strongest Magi we have. [Though he is reluctant to say it, not out of any disrespect but judar is not the easiest to get along with, nor he is terribly clever. He has learned new spells he wouldn't otherwise because Hakuryuu asked him so that earns a fair bit of respect.]
At least in terms of destructive power. So the terms are reversed? Judar wouldn't like being called a magician.
